SR-IOV on asrock motherboard

I'm trying to enable SR-IOV on an asrock z87m extreme4 and i've turned on VT-d in BIOS and made sure my i5 supports vt-d (it does, it's not a K) but now when I check with the get-vmhost I recieve the following:

allow Windows to control PCI

Anybody dealt with that? I would prefer to not purchase a new server board as i'm trying to do this as low cost as possible, and the motherboard does support VT-d. My only thinking in the error is caused by the actual nics themselves, but it says system bios.
