Thank you for the interesting article.
I think the poor scaling performance of the Intel system in the total throughput case ("running as many copies of SPECrate as they have CPU cores/SMT slots") could be explained by the memory bandwidth.

The Intel 285HX system has a standard 128 bit memory bus and 6400MT/s memory speed, whereas the Ryzen 395 and Nvidia GB20 have 256 bit memory bus with 8000MT/s and 8533 MT/s memory speed, respectively. It's ~100GB/s vs ~250+GB/s.
They have more than double the memory bandwidth.

If you have the chance maybe test the 270K plus vs 9950X
