Of course he is going to throw the a low-ball offer, that is his business to buy low and sell high.

Further, when a business needs to unload hardware it is not uncommon for them to accept almost any offer to get rid of it - it'll be a write tax write off. The ROI is already calculated in. They aren't in business to buy and sell parts, they just use them. Of course, I am not talking referring to a small business here.

So I miss read a message on reddit and thought he was offering to sell used gear and we should ask what the cost would be. I figured why not but he was looking to buy used gear not sell.

Willing to pay less than 1/10th the price of new. Am I to think that is low? I surely hope so.
I bought mine new at $250 so...

That said, I expect I could turn them around anytime I wanted.

Yeah I got some around $250 too - 2.5x the price he's offering to pay. And $250 is the lowest I've ever seen those bar none.
