You don't have SAS controller on your motherboard.
The SCU controller has 2 versions, SATA and SAS. The one on your board is SATA even it uses SFF8087 port.

That's why they don't spin up? If this has a SAS controller it will send a "signal" to the hdd to power up? THANKS!

Also, assuming you plugged SATA power cable to the 15 pin end of the SAS cable.
Doesn't matter what he plugs in where SAS drives use a different signal than SATA, a PCI-E SAS card is needed to get the drives to work, while the motherboard controller does use a SFF8087 connector it is not SAS.

SAS Drives-> SATA Controller ~ No
SATA Drives -> SATA Controller ~ Yes
SAS Drives -> SAS Controller ~ Yes
SATA Drives -> SAS Controller ~ Yes
