Proxmox is managed by a web GUI. They serve the GUI from all hosts in the cluster.

There is a CLI, but there really is limited reason to use it. Most cluster and VM management functions are now available via the GUI.

Finally, Proxmox does provide a management API which can be used if you want/need to construct your own management tools.

Right. Install from ISO and login via WebGUI. When you add nodes to a cluster, you can access the WebGUI on any node and manage the entire cluster.

Most of the non-GUI stuff these days involves tasks such as updating a Ceph cluster to a new version of Ceph. For normal VM creation and such, you will do it all from the GUI now.

If you asking if you can access the web gui from the proxmox box itself then you are correct you need a second computer as there is no gui install with proxmox. It is debain so in theory you could install a gui and manage it from itself but not a great practice.
