Xeon E3 and I say that for a strange reason. The embedded world has not done as much work back porting to Zen architectures whereas Xeon and Atom have been widely tested and deployed.
I'd start with a VM and check whether you have issues with what you have.
I fretted over it as well and when I check my utilization now its <10% most of the time.
Only a couple of users, only 400 mbit, but its not even breaking a sweat.
E3. I say this because I currently run UTM 9 - with the majority of its services operational - for a medium sized user base servicing a 1000/1000 fiber connection - on a spare Dell R210II with 16GB and an E3-1280V2 I happened to have on the shelf. The processor is barely idling.
we have an i3 3100 in our sophos supplied system. 100/100 mbit, 50 staff, 3-5 on vpn at any point in time plus office-office and 2 RED boxes. Usually sits around 16% utilisation
