Am in the process of contemplating upgrading my server to cut down the power bill?

I've got 24 spinners spread over 2 ZFS Raidz2 pools , so I am pretty sure that the 400 watts that I am currently drawing has a lot to do with them.

Question that I am wrestling with is how much power savings am I going to get by upgrading the current motherboard Dual CPUs SM X8DTH-IF L5639 to a Single CPU X10SRL-F E526xx v3?

I think the answer will be to reduce the number of drives by buying larger ones, but am curious.

I would say you could reduce a lot, don't have any hard figures as I can only comment on HP servers of that age and they seems to have a different consumption profile.
You could also reduce by using 1 cpu only ? Not sure if your workload and memory would allow this.

Pulling numbers out of my backside, your drives are probably half the 400, the motherboard another 100 and everything else (processors / memory / hba / ... ) the other 100. You might save 10 watts by dropping to a single L56xx.

Those numbers come from assuming 10 watts per spinner irregardless of capacity and my recent experience with dual lga1366 motherboards and assuming your system was mostly idle when you made the measurements.

Upgrading all your existing 3TB drives will be expensive. Finding a lower power motherboard with enough PCIe lanes for your HBAs may be tricky, especially if you allocate a few more for a 10G NIC even if you don't make the move today.

I just built a server around the X10SRL-f and 2683V3. Idle power is around 54 watts and 164 watts at 100%.

Current build is:
X10SRL-F
e5-2683V3
64GB
4 4TB spinners
2 S3700 800GB
Supermicro PWS-920P-SQ

E5-2658v3 QS with passive heatsink
8x8GB Micron DDR4
SSD boot drive
Server 2016

40W idle as indicated with a Kill-A-Watt.

Probably could reduce idle power a little if this had an active CPU cooler and didn't have 3x 80mm chassis fans.

that is some impressive idle power. I wonder if the electricity savings from my current setup would justify an upgrade to similar setup hehe.

You're idling at 40W with a E5-2658 v3 8x DIMMs and a SSD with a SM Chassis & fans... I find that very hard to believe.

The PSU in this chassis is the PWS-563-1H and it doesn't have a PMBus connector, no power reported through IPMIView, so I can only use the Kill-A-Watt for guidance.
