It possibly takes both a very specific motherboard which does provide 3.3V power to OCuLink connectors and a very specific OCuLink cable with wires for said power for your first adapter to work.

My guess is that this is what @bugacha based his U.2 cable solution on. I'd be curious if the modifications to the typical Oculink cable described in the ASRock Wiki only affect power delivery via Oculink, or do they also mess with the data(!) aspect of the equation. I am guessing that it's just the former (i.e. power).

There's no power in OCuLink, no power lane identified in the Wiki post, so power delivery must be through interface pins, and the modification does cut and ground CPRSNT# on pin B13.
