The PCIe Spec allows for a x32 lane connection, not that i've ever seen one on production equipment...

CPU pin count.

each lane and control for a set of lanes needs x + y pins on the CPU.

At some point you have too many external pins. and the CPU's already have to deal with pin counts for other things too... like memory and bus to the south bridge and power...

every pin out of the CPU costs $$$.
