The new account and the payment methods offered make me think towards stolen goods. And if defective, or even slightly defective, good luck tracking the seller down again. At 2kUSD, I suggest buying from a reputable source with invoice, known guarantees, and RMA or even return policy. Of course I might be totally wrong and unjust towards the seller, just my thoughts seeing this.

Could you be so kind and provide a list of compatible boards that these "specific" CPUs can actually work in?

if they are pulled from working Dell servers they are Vendor locked to Dell machines.
if you get them not locked:
on supermicro h11 boards you have to flash the rome bios,
7D12 don't work with 2133Mt and not with SK-Hynix modules(DDR training issues)
