Need help with AsrockRack IPMI

Hello.
First post for me here.

I am a newbie server/system builder so please assume I have very little knowledge regarding terminology or tools.
I have purchased an AsrockRack b650d4u 2l2t motherboard for a remote render computer.
I am trying other access the BMC/IPMI through various methods but unable to get a response.
I am not able to access the webUI via the IP address.
Asrock's server management utility does identify the IP address of the BMC, but does not Give out any details or. I am unable to update the BMC bios through the utility.
My system is on Windows 11, so I cannot update via DOS.

Would appreciate it if anyone can help me or direct me to an easy to understand way to figure it out.

Can you ping IPMI IP ? do you get any response ?

When you say unable to access via web, does the page load at all ?

over dedicated LAN port.
with browser form other PC connected to same subnet

It does not load at all. "This site can't be reached"
I have pinged it and got a response.

tried Instant Flash inside the BIOS ?

The last Asrock IPMI board that I looked at was delivered from the factory with a hard coded IPMI address of 192.168.1.231 and had no info anywhere to say that was the case.
