Since this looks like you're working up the stack CRS305>CRS309 does this mean we'll see a review of the current largest SFP+ primary unit they have the CRS317?

Possibly. It may end up being the CRS328-24S+ next.

do you mean the CRS328-4C-20S-4S+RM or CRS328-24P-4S+RM (or even the CRS326-24S+2Q+RM their names are terrible) I do love the 328-24P(we use one for our security cameras) I'm not so sold on the 4c-20s but i'm sure somewhere there's a need for piles of 1gb fiber that I'm just not in touch with.

It would help cooling down the CPU, but not the transceivers. Transceivers temp can be a problem, as explained by MikroTik here.

Would the following arrangement of transceivers be acceptable from a thermal perspective? I understand 7&8 are adjacent but they are only 1Gbps.

  1. Cu 10GBase-T (SODOLA SL-10GE-T)
  2. DAC 10Gbps
  3. Cu 10GBase-T (SODOLA SL-10GE-T)--running at 2.5Gbps
  4. DAC 10Gbps
  5. Cu10GB Base-T (SODOLA SL-10GE-T)
  6. DAC 10Gbps
  7. Cu 1000Base-T (Surplus Cisco)
  8. Cu 1000Base-T (Surplus Cisco)
I would like to maintain the use of the RJ45 port for administration.

That should be okay, have kind of similar setup (with SFP+ transceiver instead of DAC) and no issues due to overheating. And yes, do not use the 1Gb port for other than management. This port is wired to CPU instead to switch chip —> slow if any inter-VLan routing or similar tasks are involved.
