Huge caveat up front here -- These are IBM Power architecture adapters, I picked one of these up a couple of weeks ago from the same seller and never managed to get it working. I only had one adapter to test so I don't know if my board was DoA or if the firmware on these is just incompatible with Intel systems.
I had no problem returning my adapter for a refund, so if you're willing to accept the risk of an incompatible part and deal with the return these are potentially a pretty good deal.
With that out of the way I BO'd $70CAD ($54) + shipping ($74 total.) These typically go for $110-200. These are OEM MCX312B-XCCT manufactured for IBM for use in Power architecture servers.
IBM 00RX859 PCIe3 LP 2-port 10 GbE NIC and RoCE SFP+ Copper Adapter EC37 | eBay
Also included are 2x transceivers, that's another $15-$20 in value.
If anyone decides to jump on these let me know how you do with the cross flash, I'd love to hear about it if anyone gets one working.
