that marking to me would clearly indicate that there is a broken off or missing component.

Not really, testing hardware takes a lot of time, sometimes it is just easier to sell it 70% off.
Think of this, what is your time worth? How much time does it take to test 100 NIcs? Depending on the quality level of your test most likely a day or three.

Got the card today. Has this sticker. Not sure if someone knows what defect it points to.
Was able to flash to the latest bios. This has two 3008 controllers. I flashed both separately. No issues. Will contact LSI to verify if this is genuine or I sunk 35 on a counterfeit card.

The diode at D3 is missing. Red arrows are used to point out the location of missing components identified during inspection.

These have 2x SAS3008 chips like 9206-16i have 2x SAS2308 chips. Both need plenty of air flow. IIRC, for 9206-16i recommended 200 CFM.

Got mine late Monday. It had no QA stickers attached and no visible signs of damage. Plugged it in and flashed to latest firmware and ran some basic tests. So far no issues.
