Low power shared storage on a budget?

Hi all.
I'm looking for a chassis or ideas for a low power NAS-chassis for truenas with the following specs;
  1. Redudant power supplies
  2. Internal 2x2,5" for boot drives
  3. Hotswap 3x2,5" SAS/SATA
  4. Hotswap 3x3,5" SAS/SATA
  5. PCIe slot for 10G or integrated
  6. PCIe slot for HBA or integrated
  7. Ideally DDR4 ECC RDIMM supported, as I have lots of it
I'm going to run two mirrored SSD + spare, and a replication target with two HDD's mirrored + spare.
I would need to get this as low power as possible (I mean really low). And of course, free or almost free (in EU)
Probably something around kaby lake?

It will be used as shared storage (NFS/iSCSI) for a few ESXI-hosts with about 20 vm's and a backup-target for another NAS.

supermicro 745 with 2.5" adapters would fit the requirements for redundant psus and howswap bays, but it's everything but cheap :D
there are other, cheap chassis that offer hotswap bays, but not redundant psus.

10gbe via sfp+ or rj45?

10Gbe via SFP or rj45, both are ok. I've got NICs, HBAs, RAM and a e3-1200v5 cpu (oh, and lot's of older gear..)
