Low Power Epyc Server?

I'm looking at purchasing some used Epyc servers to build an HA cluster that won't break the bank but also won't burn down the building with power usage and I can't find any useful information on how do this without buying a few thousand in servers and just testing it.

I'm currently running 3x R530's each with 128gb of ram and a single E5-2699v4 each(overkill but I traded a used 2060 for the set of cpus in the outage). I don't need a ton of compute so I run them in minimum power mode on the power configuration and they run at about 50-80 watts at idle.

I have the budget for something fun (about $4,000 for the replacement cluster) so I'd like to go to epyc systems but I cannot find any useful information on running epyc systems in a low power mode like the xeon V4's supported, all reviews are on stock settings. As these are 90% idle I'm just trying to find something that matches what I have for idle now.

Any help would be amazing as even finding a regular idle for something like a R6415 or system combo is almost never mentioned outside of a "Look at all the performance per watt I can get", and I'd like a "Safety at idle performance too"

Any recommendations for some used server mainboards with best bang-for-the-buck in terms of low-power while still supporting things like IPMI and ECC? I don't care about the size. Would put those boards in some existing 4U chassis anyway that are now running E3 v3 Xeons. Performance of those E3 v3 Xeons is still enough. Just would be nice to be able to use more than 32GB of RAM while saving some electricity.
Do you have a goal for power consumption in mind?
