Low power consumption ATX motherboard for Supermicro SC512 1U

Hi, I have a couple SC512 chassis' which are currently populated with X8SIE-LN4 motherboards and X3440 processors. Unfortunately, these are 95W TDP chips which are a little much for a half-length 1U with one PCI-E slot.

I'd like to re-purpose these cases but with a lower power consumption. It appears I'm stuck with ATX due to the location of the required PCI-E riser card (unless someone can point me to cheap M-F x8 PCI-E flex cables).

These will be used as archive storage servers connected to an SGI/Omnistor SE3016 via an LSI2008 card (linux - mdadm) so CPU power isn't a huge deal.

Can anyone offer any suggestions in terms of a replacement motherboard and CPU or even a lower power 3400 series CPU?
