Looking for the perfect switch

Does anyone have any recommendations for a switch that’s is low on idle power (under 30w) and the following requirements?

4 sfp+ or 2 sfp+ and 2 10gbe ports
At least 24 port poe (powering things like cameras, APs, etc. Expect only 10 poe ports max to be used at one time)
Nice to have layer 3 capabilities but vlans are a must.

I am currently using a Cisco sg500x But it’s a power hog.

I switched from SG500X-8T-8F to JL806A - HPE Aruba Instant On 1960 24G 2XGT 2SFP+ Switch

VLan, L2, L3, Poe
One caveat: No cli, just Webinterface.

Web interface is fine. Now where to find a decently priced JL807A Aruba 1960 switch.
