Looking for a quiet workstation

Hi all,
I am looking for a quiet workstation, which can be put inside a living room and will not make more noise then an ordinary desktop. It should have at least 3x16 pci slots for functional tests with nics ( i am making a networking research). I do not need a powefull cpu, it is primarily for functional research tests.
I encountered a really whisper quite machine, Supermicro | Products | SuperWorkstation | Mid-Tower | 7039A-i,
Which has a noise level if 22dB to 42dB. I actually visited a colleague who has this machine, and indeed it makes noise less than an average desktop.

I am looking for alternatives, can be dell, hp, lenovo, etc, and will be glad to hear advise from people who have actual exerience with it. Also i am not looking for a mobo/cpu fot building a machine, but for a full, ready to use workstation from a known reliable vendor.

The Dell Precision I have experience with make very little noise on normal operation. They do ramp up when loaded, but nowhere near rack server levels. I have a 5820 [only 2x 16x electrical, but all 16x physical] and two dual CPU T5610s sitting a couple feet from me. If I have an all core load on them for 5+ minutes the fans make some noise. I assume the HP/Lenovo tower workstations are very similar.

Why an OEM workstation vs roll your own? It's simple to build silent PCs...
