Java Error 1603

Admittedly, this may be not the best place to ask this question, but if anybody can help, I would really appreciate it. I've got several computers, both Windows 7 and 8.1 that cannot take a Java update; all have different versions of Java, but none of them can update, yielding "Error 1603." These computers are all over the place (different networks, different parts of the city, etc.); I can't find any common thread. I've tried completely uninstalling Java, reinstalling; removing all security/antivirus programs during installation, but nothing seems to work. Once upon a item, Oracle posted that they were looking into this problem, but it continues to be unsolved for me. Has anybody else had this problem (Error 1603)?
