Unfortunately, it seems the only countries they ship to in Europe are UK (even if the brits don't consider themselves europeans) and Turkey.

Just buy the 560FLR-SFP+, it's the same 82599 chipset, and use the FlexLOM to PCIe adapters that are all over eBay. You can even do your own if you JLBPCB the adapter.

Wow, I had no idea! But, this is exactly the sort of re-purposing that I love to do.

I've never had any HP servers, and in the past when I saw LOM I always assumed that it was probably some sort of "M"odule for iLO. Definitely wrong assumption!
