Blue Slot closest to the bottom of the motherboard is CPU1. Blue Slot closest to the ram is CPU2. Any device which requires more than a certain wattage and is not listed as certified for the 2600 series motherboard will not enumerate. So it "is" a power issue in a sense that the motherboard will not allow the card to function properly so using a Powered extension will allow it to function regardless of what happens normally.
If you are saying that in your particular situation the GPU is actually working in the slot closest to the RAM, but does not work in the blue slot closest to the bottom then I would say that your issue is unique.
Have you tried to disable onboard video with the card in the bottom blue slot? Or maybe clear cmos (using specific method for the 2600cp series)?
