I hope that 8 tb ruler was close to dead due to writes. Then again, I would have to jury rig to use it in anything I own.

Is there an easy way to connect Intel Ruler or E1.S (or E1.L) to workstaion? Ideally with cable (Oculink?), so SSD itself can be placed somewhere inside the case?

"Ruler" was to put 32T into one SSD but U.2 also had that capacity in its roadmap. And since Intel created ruler and single sourced, there wasn't industry-wide adoption. Single source was resolved through EDSFF, E1.L/.S. A benefit of E1.L is better cooling potential, provided you have proper air flow.

E1.L are meant to be inserted into a dedicated chassis. If you want to install it into a workstation it will have to be loose or duct taped, provided you have an adapter for their connectors. Maybe in a couple of years newer E1.S SSDs will percolate down to the consumer space.
