after googling i found it is known issue found some time ago.
and a board manuf. before 2nd came to life you need update CPLD in any case.

real hardware seller, not scrap dealer.
i bought refurb. Dell OPlex 7010 from a us seller, came DOA, asked Dell because seller mentioned it is still under warranty.
Dell sayd the mainboard is registered to the "US Government" - they asked when I would be back in the USA.
so the seller got the board removed out of a defetive Dell and sold it in the box of the new one.
refurbished or replacement motherboard DO NEVER HAVE Service Tag.
you use the Tag of the defective which links to your Licenses.
So this would be a bad choice, as I only have the service tag from this board I have now?
you can enter that tag in the next board without Tag. but you wil not get Licenses because you need email addr. of original customer.
e.g. Remote Desktop KVM will not work without license,
I don't care about remote KVM, if that is it. I heard that you can not enter a tag
change is harder.
but the BIOS asks you to enter one if none.
after flash a virgin BIOS bin the system asked me to restore Service Tag etc.
even without Tag you can update BIOS with the EFI file.
I wonder if the board is looking for a service tag that it was supposed to replace or you can put any tag or password?
not any. but you have one now from the old board.
enter your tag from the current board in Dell support site and you get info of the server it came out...
