Ok, well, that rules out dual CPU power connector problems.

Next idea (excuse my lack of knowledge of that particular board), does this have a CPU power connector at all or is this generated onboard from a common feed? If @oddssodds is testing with 2x 8252c, this means 2x240W (TDP), is this CPU combination known to work on this board?

A pair of lower-power 1st gen Xeon Bronze or Silver would be cheap to get for testing if seen as useful (I think you have already one?).

Swapped #2cpu into the primary slot. Machine boots. When I add the known good #1cpu to slot 2, no boot
check if PSU is in the right slot1. you can use slot2 but need to be configured in iDrac.
PFC enabled ? configured as single ?
( maybe the board was configured for two PSU redundancy )

CPU 2 MEM345 VPP PG voltage is outside of range
there is a similar issue known which can be solved by CPLD Firmware update, worth a try thought.
