so, levels of success and failure. Trying the BDU solution from youtube, that @RolloZ170 suggested

I finally got the system to recognize the m.2 as a pcie ssd. This only worked with the nvme caddy plugged into the primary slot of the Pcie riser.

Went into windows 11 install, which was fine, but when it restarted to finish install, it went back to the dell utility.

I then did "one time boot" back to the windows install usb and got the message that I am in the middle of an install and to unplug windows install usb and hit yes, if I wanted to finish. I did this, but got an error that the windows boot manager failed. Trying to boot from one time boot didn't work, as it wasn't there. Starting from clover didn't reveal the windows partition either.

I downloaded an older version of Clover and it didn't have any effect. I did boot back into the boot order settings and a windows boot showed up as unavailable.

Is the passive nvme caddy crap?

any ideas appreciated

your Dell can't boot from your now half installed nvme M.2
for restart to finish install you need to Boot clover from USB.
Boot device from now and ever will be clover USB w. nvme driver

keep in mind once the install completes and the server reboots
you won't be able to point to the nvme drive to enter the OS until
Clover is set up onto the USB drive.

I am going to check clover to see if the nvme drivers are there. I have a feeling dell is seeing the drive still as a pcie ssd and not allowing the second boot

you have not bootet once, it was the install media USB.
DELL CAN NOT BOOT FROM YOUR NVME M.2. no way.
you boot clover from USB and clover forwards to your nvme with Windows on it.
Dell does not boot your windows, clover does.

you see only the drive. this is the way,
or use a M.2 drive with oprom ( 950 pro, PM9A3 etc)
I am using a Samsung 980 pro the problem I’m having is when clover boots as the primary start-up device, the windows doesn’t show up in the boot selection of clover

I only see the windows install USB

So @RolloZ170 saved me from my stupid self.

Machine up and I am posting this from it.

Next issues to solve. My Nvme caddy will only be recognized in the primary slot of the riser. Going to try and install the video card in the primary slot so it's not empty. Will let you know if that works.

Also, how do you make the server boot directly to the clover drive and not into the dell utility?

We're moving now

you need bifurcation. and even with, without a drive in slot1, slot2 will not work.

check the video. boot from internal USB (if the clover is there)
set UEFI boot only. disable secure boot.

Ok I will check that

Another issue that is a problem
I set the Pcie riser up, so the Nvme caddy was closest to the board. The video card was supposed to plug into the top slot.
Clover won't recognize the Nvme caddy M.2 unless it is plugged into the primary slot. From an infrastructer standpoint, the m.2 card has to be plugged into the secondary slot. I can't do more power grinding.

This is how I need it, but it wants to be reversed.
