Hyper-V 2016/GPU partitioning/vGPU

I run my plex as a guest on H-V 2016, currently under windows but that could be changed. I'm thinking about picking up a card to help transcode, as well as play with data analysis.
I'm having trouble telling if I (still?) need vGPU licenses to use something like a Tesla P4, which I think I can partition to make available to multiple VM boxes; perhaps partially for remote gaming.
Can someone provide insight?
1: Do I need licenses for a Tesla card?
2: Can I "over subscribe" and prioritize GPU so that there is a VM that uses the resource if others are idle?
3: What am I missing? better options than the P4? That seems like a decent spot in terms of performance and RAM.
