I know this is a weird config, but is it possible to establish a 10GbE link using a QSFP+(40GbE) QSA adapter and SFP+ DAC cable?

Just be aware of that price does not include VAT if you are private customer - see CZ label "bez DPH" under price.
Businesses outside Czech Republic buys without VAT of course.

Not sure you're 100% correct. Total price for 5 pcs for me as a private buyer with shipping to Belgium was €1,259.31 while price w/o VAT was €1,257.97. Not sure what the math here is.

on the item description it says
"Sale in a special regime according to §90 of the VAT Act (the price is final without the possibility of VAT deduction)".

These seem to be non VAT items which means the given price is the end price for EU customers but you might need to pay import charges when shipping outside EU.
(Guessing only, based on German tax laws)

Private individuals should pay VAT in country where they bought goods/services (aka country-of-seller). Most probably:
  1. seller is/was not aware of this and made a mistake - he now ows 21% to Czech republic from 1257,97 EUR :)
  2. seller gave you "paper-looking-like-invoice", but in reality he has written off the cards under his own accounting
  3. you have to pay VAT in Belgium
Now where the truth is... who knows ;-)

If you're buying on ebay it's 100% number 1.

Id guess seller mislabels it as a export sale so not supposed to charge VAT.

Or if actualy doing it correctly writes a credit note (i think thats the English term) on the first order and re-writes a new order with lower price and VAT ontop totaling at same cost.
And just takes the hit on selling it 21% below what he wanted to.

Lots of mystification here.. seller actually writes why he doesnt sell with VAT on his website.

§ 90 ZDPH Zvláštní režim pro obchodníky s použitým zbožím, uměleckými díly, sběratelskými předměty a starožitnostmi

Translated from czech
This VAT regime is for traders with used goods art objects collectors objects and antiquities.
So most likely these cards are used.
