I might have already answered my question anyway, but I thought I'd ask nonetheless, because this seems to be the only place on the internet that mentions this motherboard.
I recently bought an Asus Z11PA-U12/10G-2S from Aliexpress. I know, I know, but it was like $500 AUD, and the last motherboard I bought from there is still going strong. The seller told me that the motherboard would suit an Intel Xeon 6146. Of course, this motherboard only SOMETIMES supports 165W CPUs. I took a gamble, ordered the motherboard, and got the CPU as well.
I am now seeing, when I boot up the machine, the following image:
It's the latest BIOS, and the latest BMC, but considering the last line is 'This CPU can't be supported on Z11PA-U12 MB', I'd hazard a guess that the seller had no idea whether it was a 165W SKU or not. Is there any way for me to check for certain? I'd like to at least shoot for a partial refund, to cover the cost of a new 150W CPU.

UPDATE: From poking around, it seems that either Asus or the Aliexpress seller may have nuked the FRU or whatever the motherboard uses to detect that it's allowed to use a 165W CPU. I'm currently trying to find how to tell it "No it's OK, really", but I'm not having much luck. Any advice would be greatly appreciated. The motherboard says it's Rev v1.03, so it SHOULD support that CPU.
