How to auto guest shutdown ESXi VMs all at once when shutting down the ESXi host?

In Edit VM Startup/Shutdown Configuration, I can configure VMs' shutdown behavior. However, it seems to shut down VMs one by one.

How can I configure it to shut down all VMs at once?

It's just an ACPI signal you send to the guest, might not even require vmware tools?

Mind you if you would send the shutdown instruction to all VMs at the same time, you could easily saturate the hypervisor's storage subsystem. A staggered approach seems more prudent...

I'm sorry I wasn't specific enough. I want some VMs to be suspended, and the others to be guest shutdowns.
