Help me with bios settings to achieve the best CPU clock speed

I have an S2600CP2J with a dual Xeon E5 2670, the best clock speed I can achieve 2.99Ghz, but I see that the documentation he can reach 3.30Ghz.

I go to the bios settings, and I see that some settings are disabled or enabled, in the side I read that these settings affect the CPU, I changed the bios setting before, and I achieved 3.xGhz, but I see that the CPU usage is high, normally when I use computer for browsing the internet the max CPU value I hit is 0% to 2%, but after changed settings I hit between 5% and 12% that's why I reloaded the default bios settings..

The only thing I enabled now is virtualization and hyper threading.

Can someone here help me?

it can hit 3.2ghz if you are not maxing out using all cores. turbo speed for all cores is 2.99ghz.
