Handbrake Using CPU 1 Way More than CPU 0

So Hanrdbake is using CPU 1 it seems almost exclusively and temps are good 20-30 degrees higher on CPU 1 as compared to CPU 0. When not running Handbrake, Temps for CPUs are pretty much the same. I've got my HSF mounted in the opposite directions - see 2nd Photo. Should I change the orientation of the HSFs to be in the same direction or...?

So I reversed the Noctua on CPU 1 and that dropped the temps easily 20 degrees. But Handbrake's still using CPU 1 Almost exclusively it seems
