H12DSi-NT6 DIMMA1 Not Working?

I recently purchased a new homelab setup. This includes an Epyc 7713 processor (used from eBay), H12DSi-NT6 (New), 512gb of Micron MTA72ASS8G72LZ-2G6B2. I have the following message in the health event log:

[MEM-0004] Memory Device Disabled @P1-DIMMA1 - Assertion

I thought maybe the DIMM slot was bad so I exchanged the motherboard but now seeing this on the new one. I am hoping it isn't the CPU but could be. I did see a user mention they had the same issue with the same DIMM letter on an h11 series board and had to change the jumper settings for the SMB to PCIE, but I don't see anything like this on my board.

Any and all help would be appreciated to troubleshoot before going about an eBay return.

you have more than one DIMM slot. changed the board...
CPU unchanged but error still remains. easy to say where is problem is. (used from eBay)
