Gigabyte R162-Z12-CD - Part of the riser is not working

have you tried with flipped the two cables ?
from the manual both slots are x16, you don't need bifurcation.
i see a 3rd connector U2 on the riser card. Riser Card SlimLine 8i #1
maybe you need to supply the lanes for the 2nd slot with that one ?
manual is unclear.

see manual page 44
you need four(4) 8i cables.

Can you attach the manual? I couldn't find one for the R162-Z12, only for the R162-Z10/Z11.

doesn't matter, if your have 4 connectors on your Riser, apply to all 4 cables. (4x 8 = 32)
Yes, you're right. I just took the riser apart and there are four connectors, two for the top slot and two for the bottom.
The problem is, there's nowhere to connect the remaining two on the Z12 board. None of the slots are soldered.

on the seller pictures is never saw the second card populated, only upper with 4x M.2 drives.
so it seems R12 is OEM with only one Slot working.

Yes, this is probably some kind of custom-built budget version, but the strangest thing is they skimped on the connectors. All the components are there, even the LEDs indicating M2 drive activity. Probably if you solder the connectors onto this board, everything will work. The seller actually raised the price of this server 15 times, so it doesn't make any sense.
