I have a Dell OEM RTX 3070 for sale. Don't know how to tell if it's LHR or non-LHR (eBay listings show non-LHR). I pulled it out of Dell and tested it, played Riftbreaker at about 120fps (WQHD+) with no issue and wasn't making any noticeable noise. This model seems to be going for $1200 to $1400 on eBay so I'm asking $1100 plus shipping to the con US only.

I am personally using a Dell RTX 3080 and am sensitive to noise. It doesn't bother me and since the coolers seem to be the same on the RTX 3070 I would assume it would be just as quiet.

eBay prices are crazy. You could buy whole gaming desktop TODAY with RTX 3070 card for around $1600

$1000-1200 seems about right in that case, once you pull the graphics card you're looking at about $500-600 of parts left over ($200 CPU, $120 of RAM+SSD, $120 for the bottom of the barrel motherboard, and $50 each for the case and power supply).

Memory alone is $120. SSD- $50. PSU in build is 800W cooler master PSU worth $100. Rest I agree with, my estimate is around $650. I'm not saying that OP listing his OEM card for $1200 is terribly way off (though a fair price would be closer to $1000) but my comment was and let me quote myself :
"eBay prices are crazy". People who pay $1400 for RTX 3070 are not in the right mind.
