Any idea what the power draw at idle on that Supermicro board + 1585L v5 looks like? Contemplating handing off my e5-2696v3 for something a little more sane for my TrueNAS Scale box.

Very little. At the wall with a kill-a-watt, I was seeing a little under 18W. That is not just for the board and 4 DIMMs too. Tested in a 1U chassis with 5 x 40mm fans and an M.2 SSD, so, if you have low power fans, I would expect even less.

Are those Supermicro HGST drives also usable in a normal enclosure? I have a external HDD I would like to upgrade because it's getting a little tight.

Yep, they're just normal hard drives. Supermicro doesn't have any custom firmware or the likes.
