Mine also has empty keyset for secure boot and I cannot generate it. I shared the pictures for it. Will share again.

Support suggested to clear cmos.

There is no csm option in ASRock ws790 BIOS.

I have an Asus sage board with es cpu which supports secure boot. The problem is with asrock mb only.

I have installed an ASRock tpm, this didn't fix the issue.

I think it is ES CPU, I am going to install new TPM today, Let's see if that will help. I cannot generate keys.

Imgur: The magic of the Internet
Sytem in Setup Mode!
Secure Boot can be enabled when System is User Mode. Repeat operation after enrolling Platform Key(PK)

set Factory Key provision to disabled,
set Secure Boot Mode to custom,
click Install default Secure Boot Keys ( enrolling Platform Key(PK) click NO if asked for restart)
set Secure Boot Mode to Standard,
set Secure Boot to enabled,
F10 save and reboot.

"The "Install the Default Secure Boot Keys" option appears after resetting the BIOS
If you reset the BIOS, the default Secure Boot keys may be removed."

"the GPU needs to be on the latest version of firmware that supports UEFI if your graphics card does not register as UEFI compliant you will be blocked from turning on secure boot"

"if your current windows installation uses MBR - secure boot is not supported"

Thanks for your help, @RolloZ170 .

The problem is "Installing Default Secure Boot Keys" do not work. When I follow the steps you gave, I get the error you mentioned:

"Secure Boot can be enabled when System is User Mode. Repeat operation after enrolling Platform Key(PK)"

Now, there is no way for me to install the platform key since installing default keys option do not work. This is the problem. Yes, I updated the BIOS and keys might be lost during the update but not sure why I cannot generate new keys.

Asrock support is also not helpful so far. They just keep on giving the same instructions.

Everything in my system is UEFI and I have relatively recent p620 graphics card.

yes from your pictures is see you want to enable SecBoot with Mode set to "Custom" and empty keys - this should give the error of course.
Factory Key provision is enabled in your screenshot:
this is the default Failsafe option after CMOS clear or BIOS update.
Factory Key provision = enabled means the system is in "Setup Mode"
note: some changes need platform reset = AC off to restart the PCH engine(chipset)

it says you are in "Setup Mode"
there are at least 3 reasons to be in (BIOS or SB)Setup Mode:
1) entered BIOS the first time after CMOS clear - load (optimized) defaults, save & reset to get out.
2) entered BIOS the first time after BIOS update - load (optimized) defaults, save & reset to get out.
3) secure boot mode = "custom" = Setup Mode - change to "standard" to get in user mode.

update:
it seems ASRock made a brilliant move to provide a new BIOS solving this issue.
have they never used Sec.Boot in testing ?
