The hardware is an HP T740 (more of a thin client than a server) but it will work for my use. According to a google search the card (Emulex LPe16002e) will work in these systems.

These have a CPU fan but looking at the power draw and very and limited ASPM features of the Emulex card I'd guess it will get very toasty inside a T740.

I have a the following in an unused system:
Supermicro H11SSL-I motherboard
AMD Epyc 7551P 32 core cpu
96GB of memory
A 16x SATA slots free

Could I use this system to do NVMe over TCP?

I was thinking 16x 2TB drives and a 40GB mellanox adapters and connect to the HP T740s also with mellanox adapters.

That single Epyc System can run circles around all your T740s. Unless your goal ist to learn about networking hardware and protocols, just spawn nine VMs and be done with it.

It’s about providing the fastest storage to the 9 T740s.
Apologies for my curiosity. For what? And: Dedicated volumes for each? Shared storage? Both?
Unless the 16x 2TB drives are SSDs I'd strongly advise against using nvme-of. Stick with iSCSI/iSER.
If you're going with Melanox X-3 be aware that RoCE, the prerequisite for iSER, is most likely no longer possible with modern Linux distributions.

Actually, that works. Quite well, I might say. I’m using it as we speak.

Don‘t even need Mellanox drivers, the Inbox drivers work straight away.
