I attempted another flash, but I moved around the CPU power connectors to the other two of the four EPS slots on the board. I got an E8 code this time. At this point I'm wondering if the board's dead or if it would be worth tracking down a replaceable BIOS chip for it.

Could it be possible that I put it in an incompatible brand of CMOS battery? I just got a pack of them from the grocery store.
Welp! Computer won't turn on (SR-3 Dark)! - EVGA Forums

This forum post makes me think that something could again be wrong with the new battery I put in...

Wondering if I should just buy the BIOS chip if it doesn't turn out to be the CMOS after I check it today: BIOS CHIP for EVGA SR-3 DARK - 160-CX-W999-KR | eBay
They're not that expensive at all, but they could take a while to get to me. There's also another listing for chips modded to allow NVME booting, but I didn't think the EVGA SR-3 would need that mod, would it?

very new board rev. have protection(BIOS checksum), mod. BIOS may not work.
and wondering, i do not know any retail(non OEM) LGA3647 motherboard without NVMe Boot support.

None of what I tested worked. I think this one's just dead. I'm not going to let it turn into a money pit trying to fix it, either. I'd probably be better off trying to find a deal for a board that works with the W-3235 then wasting any more time and effort on the EVGA.

will be hard if you want to benefit of the 64 PCIe lanes of the Xeon W.
if not you have more options, but imho to stay at that platform today makes no sense.

Yeah, I don't need it as a main system - I have W790 for that, but I like to build computers for the fun of it. Even so, the boards for these are expensive enough most of the time that I probably won't bother unless I get a great deal on a board with bent pins or something else I can fix.

indeed if you can wait. i recently bought at ebay a X11SPM-TF "CPU Kphler defekt"
like new board, return from a customer, 3 bent pin's, works now with a Platinum 8222CL, very nice.

I got a tested working 8124M CPU for cheap, put it in the EVGA, and tested the system again. Same reaction as the other two CPUs - no power to the CPU, RAM lights on, fans blowing, and one of the little LEDs near the power button but under the chipset heatsink was red.
That's the last thing I thought to try short of a BIOS chip swap. I think this board's well and truly dead, but if anyone with experience with SR-3 Dark boards passes by this thread and has another idea, I might give it a go.

Noticed something strange - when I was doing some last tests on a whim, I saw that the system reacts to being powered on the same whether it has the CMOS battery installed as it does not. This was attempted with 3 different batteries, including two brand new removed from the packages,
Would a BIOS error prevent it from seeing the batteries? Could there be something wrong with how it's getting power, either from the 3V batteries or from the ATX 24pin?

the PCH(chipset) loads it's Firmware (intel ME) out of the BIOS chip.
The Chipset polls the PWR_BTN and controls the PSUs PS_ON signal.
no idea what's happen if the Intel ME is corrupted, or the Chipset is defect may have same effects.
btw: the Chipset VRM can be broken or unstable. 100 things/reasons to come...
