Here is bios recording again, and HWINFO report
bitmaps are different. disabling all cores is invalid(read the BIOS notes on the right)
0 = all enabled.
any bit 1 of the avail. bitmap is a core. if you enter the avail cores bitmal, all cores are disabled(but invalid, not set)
set both to 0 and save reset, then do AC cycle please.

do it symetrical, 4x 14bit are "1"
clear any of the "1" bits, enables a core.

Been at this since yesterday, and tried about everything there is, and other pieces. I am really unable to deactivate CPU0s cores... I can deactivate CPU1s cores all the way down to last tile etc etc... Only thing have not tried is changing CPUs out/rotating them in their socket.

Reason I'm really doing this is for more core all core boost clock... With 16 cores enabled on CPU1 can boost all cores to 3700...

have you both set "0" save & reset and AC cycled to remove all bitmaps before ?
and seen both sockets avail.bitmap = 0FFFDFEFFEFFFFE ?

yes right now all 0 and reset

Cpu socket 0 is: 0FFFDFEFFEFFFFFE
Cpu socket 1 is: 0FFFDFEFFEFFFFFE

Now reporting after apply and cycle

0: 05554AA554AAAAAA
1: 05556AB445AAAAAB

OS now reports

0; 27 cores
1: 29 cores
check the bitmap again and calc yourself, obviously I made a mistake somewhere.
but you see it works in general.

edit: check if both CPU bitmaps are same !

CPU1 28C
CPU2 30C
edit: so just modify bitmap on cpu1 to get 3700 all core some more, i suppose! 28 core is threshold for all core? Weird 1700 idle normal on those two per socket?
as expected CPU2 with 30 cores can not boost to 3700

check again if bitmap for second socket if real the same, (can be different)

Okay got all set to 28 core for both CPUs with following bitmap

Cpu socket 0: AAA 954A AA55 5554
Cpu socket 1: AAA 954A AA55 A554

Thank you @RolloZ170 for your help and patience

Is anyone having dual Xeon Platinum 8460 ES ? I need to know cinebench r23 results to better understand is it worth to buy it. Second-hand mobo+cpus+memory system will cost me approx. $3000

i have seen scores from 47k to 87k, depending on the ES/QS model and used motherboard configuration.
