only the E steppings. E0,E2,E3,E4,E5
early E0 (like Q03J) can work with luck like on ASUS W790 boards, other later E0 i.e. Q0KL are blocked from working.
there are some SPR-WS QS arround at ebay/taobao, e.g. i have a 12 core W5-3425 QS Q19X stepping E3.

Early E0 also does not work on the X13SEi, perhaps they only work on W790/C741 motherboards that support D0? Do you know if they can work on X13SRA (w790 without D0 support)?
correct. but they should work on X13SEI BIOS 1.0 with D0 support(not recommended, buggy BIOS)
not yet. have a X13SRA and a BIOS to run D0, but unfortunaly not a early E0 to test.
sure its a E3 QS - works on supermicro, currently the most strict vendor in case of stepping support.
Officially the 8470 E0 Q0KG has multiplier 38, and i can see it in cpuz. but i never saw any core go above 3000MHz. It is very strange, even if i do some single thread benchmark.
In HWinfo IA Limit Reasons are all the time on Yes.
The obvious, Turbo Boost is already enabled in the Bios.
Any ideas which settings are related?

Perhaps this was already answered previously but what's expected outcome of putting dual 385W CPU into LGA4677 SuperMicro dual-socket MB designed for 350W CPU (assuming I will dial-down frequency/cores via BIOS on a first boot).
For instance there are plenty of Xeons having model number 84XXC ( "c" at the end meaning "Custom" or "Customer" designed for large providers like ECS/AWS/GCP/Alibaba clouds)
Or it is rather a lottery style right now (won't know for sure without trying) ?

CMOS reset. BIOS to default and check again.
Q0KG TDP = 350W
edit: maybe windows loaded a too new MCU into the CPU, sp HWinfo screenshot(summary) will be helpfull
X13SEI should be compatible with E0 (and all other E steppings), but only up to BIOS v 2.1, which can be downloaded here:

IIRC, BIOS downgrade on Supermicro boards wasn't straightforward, but possible...
We need to look at these E0 cpus separately
Early E0: Q03J,Q03Y,Q08V...... (Q08*,Q03*)
Late E0: Q0KL,Q0KM,Q0KG...... (Q0K*)
Early E0 does not work on X13SEI/X13DEI unless use debug 1.0 BIOS.
Late E0 should work with any BIOS version and has been tested with 1.1 and 2.1.
BMC WebGUI can upgrade the BIOS to 2.1 or downgrade to 1.1, never blocked official BIOS. But downgrading to unofficial debug BIOS will be blocked.
