I can't find anything on Google related to AVX-512 and Epyc 2/Rome, does it support AVX-512?

No, it is not available, but in tests, there wasn't a difference between Intel AVX3 aka 512 and Rome AVX2 (in few applications that using AVX extensions).
I would like to test this difference in Oracle environment (In-memory processing, vector transformation).

avx512 will probably be available with zen3 which is 12+ months away.
meanwhile amd, for a meaningfully lower price, offers more cores and
more pcie lanes for gpu computing to make up for their lag in single core
megaflopage.
