Epyc 7642, ASUS KMPA-U16 stuck on initializing

my system gets stuck on initializing and I am 99% sure that it's the CPU as it works with 7552 just fine. The board is ASUS KMPA-U16 and update to the latest version BIOS has not helped, thoughts?
I tried a few combos of RAM sticks and that has not helped, I bought this CPU as used and in working condition, what's weird is that on the first boot it got to the booting process of the OS and it would restart before finishing, now it gets to initializing and never moves from there, I have not done anything that I think could have damaged the CPU such as removing the RAM while the system is powered on and so on.

It got to the linux boot screen on first try

ok, i am not a linux expert but cpu change is not always easy.
can you go to BIOS any time ?

Yeah, what I find weird is that it would get to the boot screen on first few tries, now it doesn't. I also have a dell board but I am 99% sure it's not locked. I do not know what caused it to do what it's doing now and why it kind of worked before.
