Man, that SSD in the listing looks beat to hell.
You mean visually? All intel SATA SSDs look like that. They seemed to be using cheap newspapers ink for their label and even with good care look dirty.

Mine don't, that label look like it's got spots of oil or something on it, plus the scratches in the aluminum, gives the impression of something pulled out of a dumpster. Just going in and out of hot swap trays or a trip through USPS with just one layer of paper envelope for padding doesn't make them look that rough.

I only got a chance to plug the first two in a PCIe3 slot, will check PCIe4 another time. 100% health, only two drive writes, works fine out of the box (no weird block size or nvme namespaces).
An update on this. Minor disappointment on the NetApp SN655, the disks seem to run at PCIe3 speed even when plugged in a PCIe4 slot. Not the first time I see OEM drives behaving like that. I have a EMC PM1733 which in theory is PCIe4 but only runs on PCIe3 on my supermicro motherboard (not the motherboard's fault, non-OEM PCIe4 SSDs are working as expected on the same machine).

Did someone else buy any? Would be curious to hear your experience.

It is because it's a 2x2 (two 2x lanes instead of one 4x lane) and unless you are utilizing dual nvme controllers you can only utilize 2 PCIe4.0 lanes which is 100% inline with your previous screenshot for speeds. Max theoretical speed on PCIe4 x2 is approx 3500-3700MB.

No the previous benchmark was on a PCIe3 platform (H11DSI-NT) so it had to use 4 lanes, plus CrystalDiskInfo now shows as PCIe 3.0 x4 (on a H12SSL-NT).

With this being a custom SKU everything is purely speculation, I am confused as to why you thought the drive was PCIe 4.0? the drive says right on it that it's 2x2 Gen3.

some seller mentioned PCIe 3.0 you have been warned.
2x2 is the SAS config(2 lanes on top, 2 bottom)
SAS has nothing to do when talking NVME drives. If you want some context as to the difference between Single port NVME and Dual Port NVME take a read HERE.

Just to be clear, the drive is a SN655, and the SN655 is a PCIe4 drive. So Netapp either disabled the PCIe4 capability, or (says ChatGPT) apparently it is common for OEM drives to fail to negotiate PCIe4 if they don't recognise a OEM backplane.

can be a cost thing. Netapp want cheap but has only gen3 hardware. drive manuf. don't want to compete with itself and disabled gen4 cap.

Mystery solved....

After digging a little deeper into the Netapp part number it reveals that part number X4014A first introduced in 2018 consisted of only (2) drives which were the Samsung PM1723b and Kioxia CM6 (both Gen3 drives) In 2021 they then added the PM1733a (Gen4) and in 2022 they added the WD SN655. With that said NetApp does not want to mix Gen3 and Gen4 devices on the same midplane due to signaling issues with Gen4 drives trying to negotiate Gen4 speeds on a Gen3 midplane therefore the drive is limited Gen3 speeds via drive level firmware.

When I worked at Dell/EMC in Enterprise Storage (11 years) we did the exact same thing only it was done at the host level instead of the drive level like NetApp employs.
