Not sure if this is common Experience, but for me it's definitively a Case where eBay is doing false Market Advertising, if not entirely Fraud.

After the 1st of July 2026, a "small Package Fee" of approx. 3 EUR is charged for every Package coming from non-EU Countries. In reality it's more complicated than that, as the Fee is charged on a per-Item Custom Code (unsure about the exact Term), so if there are 2 different "Types" of Items inside a Package, then 2 x 3 EUR will be invoiced and so on.

Now, according to the EU own Law and also according to the Description provided by e.g. PostNord here in Denmark (one of the easiest to find):

Since VAT (MOMS) was paid at Checkout, the Package should either go through just fine, or be returned to the Sender, right ?

Maybe UPS has different Rules, which are very opaque though:

I clearly was billed VAT at checkout by eBay, which clearly states

Prices include VAT based on the delivery address. No additional customs fees apply.
Emphasis on the second Part of that Sentence:
No additional customs fees apply
Not sure if UPS are claiming that it's a "Facilitation Fee" instead of a "Custom Fee", but this is clearly not a smooth Experience.

Make sure to take Screenshot at Checkout, because afterwards, the Message changes:

eBay basically only states that the VAT is included, but the whole Thing about Customs and Customs Fees entirely disappeared !

I believe this was always the Case, but for sure it's very relevant now !

To make the Story short, besides what I paid at Checkout, I was charged approx.
  • 3 EUR Fee to the State (Denmark)
  • 25 EUR "Service" or "Handling" Fee by UPS
  • 5 EUR VAT on top of the previous 2 Amounts

Now, if it was only 3 EUR extra in total, I wouldn't even lose Time over this ! However, when a Parcel Carrier adds effectively another 30 EUR (12 %) on top of what I paid so that I would have the Peace of Mind knowing that No additional customs fees apply.. I believe it's Time to push back and put all of these Companies in their Place, whether it's UPS or eBay. Or the Politicians that passed this Law, for that Matter. It's essentially legalized Crime !

I believe this is not the Seller's Fault, I'm not mad at him, as he was helpful in getting this sorted out.

Now the Package goes back to the Seller and he confirmed that he will issue a 100% Refund (Items and Shipping).

All in all I lost 3 Days with this, I had a UPS Delivery guy deliver the Package, 3 minutes later having him come back and steal the Package from my Property. Correspondence with UPS claiming that they would deliver a Package one Day, then they don't, then they claim I still have Fees to pay. All while Tracking Link says that package was "Delivered" together with a Picture / Proof of Delivery. Lies and Theft, isn't that a great "Delivery" Company  ?

Make sure your CCTV works well :) .

EDIT 1: forgot to mention that since the Regulation came into effect, I didn't have any Issue (knock on Wood) with Aliexpress, which automatically adds the Fee at checkout. Packages then are delivered by PostNord or DAO in Denmark.

Historically this was a classic problem when buying from abroad in the UK with VAT being collected by the UK courier company, especially the big ones that regularly handled international packages. They charged a flat fee, such as £10+VAT. The cheaper the item, then the worse the charge was.

I recall SUN making Solaris for PC available for free, 20 years ago?? They only charged shipping, but technically you owed VAT on the (price + shipping). I think it was TNT or UPS, shipping was £15, so the VAT was £3. They charged £10+vat to collect the £3. And I got two parcels!!

Only Royal Mail had a lower service charge for collecting the VAT.
