see a few posts back. this coupon only applied to sellers that opted into eBay's new "managed payments" program, which means using eBay for CC processing, but means no PayPal and international too. Basically, it's a new replacement for PayPal, and a bit lame at this point, so only a few sorry sellers are part of the program so the coupon did not widely apply.
