E5 2696 v3 Vs 2699 v3

the 2696 is the oem version of the 2699 so do they have the same clocks - base clock and turbo clocks? I see ebay listings for the 2696 that say it turbos to 3.8 but if it's the same as the it should turbo to 3.6 which is what Ark.Intel says is the turbo.

I have a pair of SR2J0 2696V4's, they are clocked slightly faster (3.7 rather than 3.6) and have a 5W higher (150W TDP vs 145W) than the 2699V4.
