E5-2665 - ebay - clock speed inconsistent

I picked up a X9DRI-F with dual xeon E5-2665. Received the items, cpu are C2 stepping. In the bios i notice a min speed of 1200mhz max of 2400mhz. running with 1333 ram, I did bench testing with prim 95 - 32 threads and my coolers SNK-P0050AP4 keep the cpus under 75 deg, all cores turbo up to 2.8 as expected. I turned off power management in the bios and see the same thing. Once prime 95 is stopped the cpu returned to 1200mhz. Just wondering if this is due to the dual machine setup for e5. My previous build xeon L5639 just ran that their stock speed all the time so I might just not be used to this.
cpu z shows the 2665 processor multiplier at 12 from 12-31, qpi is at 4000

update bios and ipmi to latest. did a bios reset, and a impi reset and it showed up at 2400mhz, in cpuz i see the multiplier changing every second from 12 to 24 and the core speed is jumping from 1200 to 2400 - this is at idle

went back into bios set custom power settings, disabled speed step and now the multiplier stays more at 24, to keep the processor at 2.4, however i noticed that with a 32 core custom stress tests the processor is staying at 2.4 and not turbo up to 2.8 like i saw earlier bus is at 99 and qpi link seems to hover around 4000mhz. with prime processor seems to be topping out now at 60C, new heatsinks so i guess the tim is setting.

wondering if i should force qpi to 8 gt in bios, and wondering if this is normal while in my return window.
