Currently piecing together a new server which will be running two Xeon E5-2670 CPUs.

I'll be running unRAID, using as a NAS while running a few virtual machines and many dockers.

Under these circumstances, will there be a noticeable performance change between 64GB of DDR3 PC3-12800 and 64GB of DDR3 PC3-10600?

i have always overclocked memory to at least one step past its rated speed. I have a xeon 2670 build on a server motherboard, on first booting into the bios i found an option to force memory to run at 12800 which it is doing perfectly fine. I picked up a major bargain with the ram, 64gb ddr3 eec 1333 (16 x 4gb) for £70 inc shipping. It is running fine at 1600.
