Do all SFP+ NIC accept Fiber Transceivers?
I want to buy a few 10G NICs and use a fiber SR Transceiver.
Saw the threads on the OEM Mellanox, but couldn't figure out if they use copper or Fiber transceivers.

Well, SFP+ NICs can accept both fiber or copper transceivers. I've personally used 1GbE copper modules and seen 10GbE copper modules on offer, like this one. It's just the matter of whether the SFP modules are accepted by the equipment or not.
I think they should. To be honest I never read posts about nic only working with dac cables.
Some nics (Intel, Chelsio?) are picky about the brand of the transceivers used, but with mellanox youz can use almost any transceiver you can find.
